Top Management Award

Stan Neugebaur Santa Clara County Sheriff’s Department Top Management Award

Captain Stan Neugebaur was nominated for the Top Management Award for 2001. He retired in December 2002.

During his tenure with the Santa Clara Sheriff’s Department, he continually demonstrated a support for the line officer that went beyond the call of duty for a police administrator. Captain Neugebaur had always made officer safety a priority and continually fought to assure his deputies had state of the art equipment and the proper tools to do the job.

Captain Neugebaur is viewed by his subordinates as the administrative who will always do the right thing and speak his mind, even on hot issues or those issues that other administrators feel are unpopular and stay silent on. He believes that fair is fair, even if its meant going head to head with the Sheriff’s decision that affected line officers.

Recently a deputy was terminated due to the infamous “Brady issue.” An arbitrator upheld the termination and the administration followed through his steps to terminate him. Captain Neugebaur prepared a strong letter to keep the employee and attempted to get other managers who disagreed with the termination to join him. The other administrators viewed the hot issue as “dangerous to their own careers” and chose not to get involved.

The Deputy Sheriff’s Association of Santa Clara County has enjoyed the rare privilege of having an administrator whom “never forgot his roots”.
