Exemplary Performance Award

Marcella Winn
Los Angeles Police Department

Marcella Winn is an 18-year veteran of the Los Angeles Police Department and holds the rank of Detective II. During her tenure she has worked a myriad of assignments including Patrol, Gangs, Vice, Burglary Auto Division’s Organized Theft Unit, Office of Operations, Financial Crimes, South Bureau Homicide, and Robbery-Homicide Division.

She has been the recipient of many commendations including the Police Meritorious Unit Citation for Dedication, Investigative Skills, and Cooperation with the FBI for Solving Homicides. Detective Winn is also the subject of a book called The Killing Season: A Summer Inside an LAPD Homicide Division, which is currently in the process of being made into a movie.

For her dedication to professionalism in all areas of law enforcement, Detective Winn receives the Exemplary Performance Award.

Exemplary Performance Award

Lawrence Mack
San Francisco Police Department

Inspector Larry Mack has been with the San Francisco Police Department for over 14 years. For the past nine years, he has been assigned to Narcotics Division working in an undercover capacity.

He has made over 500 undercover buys and has been the affiant on over 200 search warrants. Mack’s investigations have resulted in the seizure of kilograms of cocaine and pounds of marijuana.

On Friday, October 24, 2003, Mack was once again working in an undercover capacity in the Tenderloin District of San Francisco. He had earlier made two successful purchases of crack cocaine but rather than calling it a day, he wanted to make one more purchase. He returned to the area in the Tenderloin where crack cocaine is blatantly sold. As a suspected seller began to approach him, Mack recognized this possible seller as one of the dealers who had witnessed earlier arrests. Mack, following his keen instincts, did not acknowledge this dealer so that his cover would not be revealed. As Inspector Mack began to pass the dealer (later identified as Leopoldo Sevelon), this cowardly suspect pulled out a knife and stabbed him in the lower back.

Mack was transported to San Francisco General Hospital in serious condition with a punctured left lunch, which produced blood in the lung and air in the lung wall. Within days of his release, he returned to his duties at the Narcotics Division in a light-duty capacity. Upon gaining clearance to return to full duty, where did Inspector Mack first go? Where else, the Tenderloin.
